Engineering for the public sector

In short

SME Analytica works for public bodies through the integrators that hold the contracts and through existing contracts and framework agreements. We keep legacy systems running while they are renewed, unify data across systems and build citizen-facing applications, within the security and data-protection rules of each contract.

What we do

  • Legacy systems kept running

We get data and functions out of applications that are years old without stopping them, and replace them piece by piece.

  • Unified data

Case files, registers and data from several systems, clean and in one place, with dashboards that update themselves.

  • Citizen-facing apps

Procedures, enquiries and notifications on web or mobile, connected to internal systems and designed to be accessible.

  • Tools for staff

Panels, review queues and forms that replace the back and forth of emails and spreadsheets.

  • AI where it pays off

Classifying documents or extracting information, with human review and never for decisions that people must make.

How it is contracted

  • Through the integrator holding the contract

We work as a subcontractor, inside their lot, methodology and documentation.

  • Within existing contracts and framework agreements

If the public body already has a contract or framework agreement with an integrator, the work can fit inside it.

  • The public body sets the procedure

We adapt to whichever procurement procedure applies.

Data protection and security, stated plainly

We work under the GDPR and Spanish data-protection law, sign a data processing agreement whenever we access personal data, and apply the security rules the contract sets.

SME Analytica does not claim certification. When a contract requires a specific certification, such as Spain’s National Security Framework (ENS), we work inside the perimeter of the integrator or public body that holds it. What is implemented, in progress and not certified is published in the trust centre.

How a Recon works in a public context

  • Agreed scope

Set with the contract manager and, where there is one, the integrator.

  • With the people who use the systems

We map case files, data and systems with the staff who work with them every day.

  • Production untouched

During the Recon we only read documentation, observe the work and run interviews.

  • A deliverable for the file

Plan, risks and a fixed price that fits the lot or contract, documented for the procurement file.

What you can check today

We do not name public-sector clients on this page. The deployments you can review today, Conversa and Facturia, run in production in the private sector, and the published evidence explains what is measured and what is not.

Frequently asked questions

Can you work directly with a town hall?
The public body sets the procedure. On larger projects it is usually done through the integrator holding the contract, within its contract or framework agreement.
Do you hold ENS (National Security Framework) certification?
We do not claim certification. When the contract requires it, we work inside the perimeter of the certified integrator or public body and under its rules.
Can you work with twenty-year-old systems?
Yes. It is a core part of the work: getting data and functions out of older systems without stopping them and renewing them piece by piece.
Where is the data hosted?
Wherever the public body and the contract decide. We do not move data out of the environments we are given.
Do you use AI with citizens’ data?
Only where it pays off and the contract allows it, with human review and a record, and never for decisions that people must make.
How do we start?
With a fixed-price Recon, agreed with the contract manager or with the integrator.
